The emperor Tiberius withdrew to Capri and left Rome to his prefect Sejanus, while in Judea the prefect Pontius Pilate balanced an unpopular occupation against a restless priesthood. It was an empire running on routine, until an execution in Jerusalem started a movement Rome would spend centuries trying to suppress.
